GET/api/v1/billing/seats
Shows all purchased seats with their assignment status. Filter by seat type or status to find specific seats.
Authorization
Requires billing:view permission.

- seat_type: Filter to specific type (voice, digital, omnichannel)
- status: Filter by assignment status (available, assigned, suspended)
