SetAgentStatus sets an agent's current status.
POST/api/v1/engagements/agents/:agentId/status
Changes the agent's status immediately. Records the change in status history for reporting.

- NOT_FOUND: Agent or status config not found
- PERMISSION_DENIED: Cannot set other agent's status without admin
