TransferEngagement transfers engagement between agents.
POST/api/v1/engagements/:id/transfer
Moves the engagement from one agent to another. Both agents are notified and a timeline event is created.
Errors
- NOT_FOUND: Engagement or agents not found
- FAILED_PRECONDITION: Target agent at capacity
- PERMISSION_DENIED: Caller lacks transfer permission
