StopTyping notifies participants that the user stopped typing.
POST/api/v1/engagements/:engagementId/typing/stop
Publishes a typing.stopped event to the engagement channel.
Clients should call this when:
- User clears the input
- User hasn't typed for 3+ seconds
- User sends the message

- NOT_FOUND: Engagement not found
- PERMISSION_DENIED: User not a participant
