AssignSkillToAgent assigns a skill to an agent.

Sets the agent's proficiency level (1-10) for the skill.

- NOT_FOUND: Skill or agent not found
- ALREADY_EXISTS: Agent already has this skill
- PERMISSION_DENIED: Caller lacks routing:admin permission
