ListAttachments retrieves all attachments for a ticket.
GET/api/v1/ticketing/tickets/:ticketId/attachments
Optionally filter by comment_id to get attachments for a specific comment.
Errors
- NOT_FOUND: Ticket does not exist
- PERMISSION_DENIED: Caller lacks ticket:read permission
