CreateTicketStatus creates a new ticket workflow status.
POST/api/v1/ticketing/statuses
The status_category determines system behavior:
- NEW: Initial state, SLA timer starts
- OPEN: Active work, SLA timer running
- PENDING: Waiting, SLA paused if stop_sla=true
- SOLVED: Closed, triggers satisfaction survey if configured

- key: URL-safe identifier (required, unique)
- status_category: Workflow category (required)
Errors
- INVALID_ARGUMENT: Missing required fields
- ALREADY_EXISTS: Key already exists
- PERMISSION_DENIED: Caller lacks ticket:admin permission
