LinkTickets creates a relationship between two tickets.

Links help track related issues without merging.
Link Types
- RELATED: Tickets are related but independent
- PARENT/CHILD: Hierarchical relationship
- DUPLICATE: This ticket duplicates the other
Errors
- NOT_FOUND: One or both tickets do not exist
- ALREADY_EXISTS: Link already exists
- PERMISSION_DENIED: Caller lacks ticket:write permission
