MergeTickets combines multiple tickets into one.
POST/api/v1/ticketing/tickets/actions/merge
Comments and attachments from merge tickets are copied to the primary ticket. Merged tickets become read-only with a link to the primary ticket.
Errors
- NOT_FOUND: One or more tickets do not exist
- INVALID_ARGUMENT: Primary ticket in merge list
- PERMISSION_DENIED: Caller lacks ticket:write permission
