SplitTicket creates a new ticket from selected comments.
POST/api/v1/ticketing/tickets/:sourceTicketId/split
Selected comments are moved (not copied) to the new ticket. A "related" link is created between the source and new ticket.
Errors
- NOT_FOUND: Ticket or comments do not exist
- INVALID_ARGUMENT: No comments provided
- PERMISSION_DENIED: Caller lacks ticket:write permission
