Useful for screen pops during inbound calls.
Parameters
- phone_number: Optional, search by phone
- email: Optional, search by email

Returns the first matching contact.
Errors
- NOT_FOUND: No matching contact found
- PERMISSION_DENIED: Caller lacks voice:contact:read permission
